The Guide
Private Dolphin Boats in Panama City Beach: Who Runs Them, and Why Six
A private trip costs more per head than a big catamaran and less than you might think for a full boat.
A private dolphin tour in Panama City Beach means a small boat with its own captain for your group alone, usually for two hours, on a route you agree together: dolphins in St. Andrews Bay and off the pass, a stop at Shell Island to swim or snorkel, or just a slow cruise. Almost all of them take at most six guests, and that number is set by federal rules, not by the size of the boat.
The short answer
For a private trip, book Capt. Zach’s Adventures, in the booking box on this page. It is two hours for up to six guests from Boat Slip 1 at C.S.S. Yacht Basin, off Beck Avenue in St. Andrews, with bottled water, a cooler with ice and snorkel gear on board, and the route is yours. One price covers the whole boat: $347, rated 4.9 from 249 reviews on Viator and Tripadvisor (checked October 2026). Split six ways, that is close to the adult fare on a big three-hour catamaran.

St. Andrews is across the Hathaway Bridge from the beach hotels, in Panama City, so allow for the drive. For a private trip that starts on Grand Lagoon instead, or a cheaper way to keep the group small, see the cards below.

Why the limit is six
A boat that carries passengers for hire without a Coast Guard inspection certificate is, in the Coast Guard’s words, “by law limited to six or less passengers for hire”, and its captain needs the Operator of Uninspected Passenger Vessels credential: the “six-pack” license. Carrying more than six paying passengers takes an inspected vessel with a Certificate of Inspection and a Master’s license. That is why the private dolphin boats stop at six, and why the big catamarans are a different kind of operation. If you are booking a boat for more than six, the Coast Guard’s advice is to ask to see the Certificate of Inspection.

The boats
- Capt. Zach’s Adventures’ two-hour private boat: up to six, $347 for the boat, from C.S.S. Yacht Basin in St. Andrews, departures through the day.
- Beachy Boat Rentals’ private dolphin boat: four to six guests at $70 each, from its lime-green kiosk on Beck Avenue at the same marina, with four departures a day, the last at 5:15 p.m. for the sunset. Beachy lists the trip as wheelchair accessible.
- Lagoon Pontoons’ six-guest pontoon: a shared trip that never takes more than six, from The Dock on Grand Lagoon, $49 a person for two hours or $65 for three, with a Shell Island snorkel stop, weather permitting. Lagoon Pontoons also sells private two- and three-hour charters for your group.
- Paradise Adventures’ self-drive pontoon: a boat for up to 12 for four hours from The Bayside Resort, $189 for the boat outside the summer weeks, when the price is higher. The renter must be 21, and anyone born on or after January 1, 1988 who drives it needs a Florida boating safety education card.
- AAA Jet Ski’s guided jet ski tour: two hours behind a guide across the bay, out to look for dolphins and over to Shell Island, $159 per jet ski for up to two riders, with a refundable deposit taken on arrival.
Viator checked October 2026.
A private boat, or a seat on a big one?
A full private boat of six costs about what six seats on a three-hour catamaran do, and gives you the boat, the route and the pace. It is the better buy for a family that wants to stop at Shell Island on its own schedule, for anyone who would rather avoid music and a crowd, and for a celebration. With two or three people, a seat on Island Time’s Shell Island cruise or a six-guest pontoon costs far less per head.
On a small boat you are close to the water and close to the dolphins, which makes the rules matter more: stay 50 yards off, let the dolphins come to you, and never feed them. The wild-dolphin rules page explains them, and why NOAA singles out Panama City.
Your Own Boat for Two Hours

Private Dolphin Boats: Questions

Because a boat without a Coast Guard inspection certificate is limited by law to six passengers for hire. Its captain holds the Operator of Uninspected Passenger Vessels credential, the six-pack license. A boat that carries more than six paying passengers needs a Certificate of Inspection, and you can ask to see it.

Yes, if you ask. Capt. Zach builds the route around your group: dolphins, a Shell Island stop and snorkeling, with the snorkel gear on board.
Yes, from age 21. Paradise Adventures rents a pontoon for up to 12 for four hours from The Bayside Resort. Anyone born on or after January 1, 1988 who drives it needs a Florida boating safety education card, which can be earned online before you arrive. Keep 50 yards from any dolphins you meet.
For confident riders, yes, with a guide. AAA Jet Ski's two-hour tour follows a guide across the bay and into the Gulf to look for dolphins and stops at Shell Island, at $159 per jet ski for up to two riders (checked October 2026). Drivers must be 18 with a driver's license, and every rider must be able to swim.
